Programs we've built and run, and what came of them.

Our work is measured by what passes audit and what reaches people. A few recent engagements:

Septic Upgrade Incentive Program

Volusia County, Florida | state environmental grant

The county had state funding to help homeowners replace septic systems with nitrogen-reducing systems that protect local springs. We run the program: we built the online application, enroll and work with contractors, screen each application (springshed location, ownership, contractor registration, system standards), assemble payment batches for the county, hold homeowner outreach events and report to the funder. Rebates are up to $10,000 per installation.

  • 134

    applications processed

  • $1,682,000

    in rebates funded or obligated

  • ~830 lbs

of nitrogen kept out of the springshed each year

Figures as of March 2026.

Small-business recovery grants

Oregon chamber of commerce | ARPA/SLFRF, 2022–2024

It was the chamber's first federal grant. We wrote the program roadmap, eligibility and scoring criteria, budget and payment schedules tied to deliverables, then provided quarterly reporting, audit preparation and monthly technical assistance for two and a half years.

  • $3.3M

    portfolio managed

  • 224

    businesses funded

  • $0

    disallowed costs

  • 70%

of grants to women-, minority- or veteran-owned businesses

Also: 42% of grants to businesses in Qualified Census Tracts, multiple clean audits, and a special mention in the State's annual report among nearly 400 programs.

Program manuals for three chambers of commerce

Oregon | ARPA/SLFRF

We designed recovery programs for three Oregon chambers and wrote a full program manual for each, more than 20,000 words apiece. The manuals built in outreach to disproportionately impacted businesses, including those in Qualified Census Tracts and Tribal-owned businesses, presumptive eligibility for qualifying households, and worker retraining with full scholarships for disadvantaged participants at a partner community college. One chamber's program passed a state audit with no issues.

Community violence intervention

Consortium of community organizations | federal crisis-intervention funding

We support community organizations serving underserved young people and families, including young people at risk of violence. For a consortium of these organizations receiving federal crisis-intervention funding, we're handling the post-award conditions: a revised line-item budget, subrecipient-versus-contractor determinations for each partner, a fiscal policies and procedures manual ready for board adoption, and responses to the funder's risk assessment. For another community partner, we built compliant monthly invoicing for a county justice-services contract.

Rent assistance fiscal agent

Thurston County, Washington | state homelessness grant, 2024–2025

We served as fiscal agent for a nonprofit delivering rent assistance to low-income households at risk of eviction. We made final eligibility determinations, processed payments, kept the program in line with state requirements, collected data, reported, and kept internal controls tight. We also helped the nonprofit with management, internal controls, hiring, budgeting and its Form 990.

County-wide grants compliance and training

Clackamas County, Oregon | 2015–2023 and after

As the county's senior compliance officer, and later as its contractor, Matt built and ran subrecipient monitoring for portfolios of up to 59 awards at a time. He wrote the county's 100-page grants management manual, which governs grants across every department, and its notice-of-funding policy. He trained more than 100 staff across 12+ departments and designed multimillion-dollar Covid recovery programs for housing and essential services. Audit findings went down. He later briefed county staff on the 2024 Uniform Guidance revisions and what their subrecipients needed to know.

New business and workforce grant program

Clackamas County economic development | 2024–2025

We stood up a new lottery-funded grant program from scratch: the solicitation, notices of funding availability and a program manual consistent with county rules.

Audit readiness

City of Estacada, Oregon | 2024–2025

Ahead of a Single Audit, we assessed the city's internal controls against federal requirements and wrote the policies it was missing: procurement, conflict of interest, allowable costs, timekeeping and cost allocation. Recommendations were prioritized and sized for a small staff, and the city implemented them.

Earlier experience

  • Statewide AmeriCorps program at a public university: oversaw up to 38 subrecipients, built electronic financial reporting and led the response to a federal Inspector General audit.

  • Research institute at a graduate school: grants management, internal controls for a new institute and human-subjects (IRB) compliance.

  • CPA firm: governmental and federal single audits.

  • Election-law and grant research for a national subcontract, including Help America Vote Act funding.
